What is the Green Park Aalsmeer Master Plan?
The Master Plan describes the background, the concept and the way in which the urban planning, operations and ecological aspects of Green Park Aalsmeer will be given substance. What is Green Park Aalsmeer?
Green Park Aalsmeer occupies a run-down greenhouse growing area in Aalsmeer. This area will be systematically transformed into a modern business park for the flower and plant industry.
What is Green Park Aalsmeer’s ambition?
The ambition is to dovetail the intrinsic strengths of the sector as well as possible with the needs of the market and in this way produce necessary innovations and new product-market combinations. Through this, Green Park Aalsmeer wants to reinforce the authoritative position of Aalsmeer in the global flower and plant trade. Green Park Aalsmeer has an ideal location between Schiphol and the Aalsmeer Flower Auction.
Why was this concept selected?
Green Park Aalsmeer is responding to the changing market. The causes of the changes are the transfer of production abroad, more and more trading outside the auction (and therefore outside Aalsmeer) and growing consumer demand for greater variation and quality. This calls for even more sophisticated logistics, greater cost effectiveness, more accurate marketing and innovative product development. Green Park Aalsmeer wants to provide answers to these issues.
How big an area does Green Park Aalsmeer cover?
The total area is 180 hectares, 63 hectares is saleable.
What is Green Park Aalsmeer part of?
Together with Aalsmeer Flower Auction and the other glasshouse horticulture areas in Aalsmeer, Green Park Aalsmeer is part of the Aalsmeer Greenport and environs. Aalsmeer is one of the Greenports that the Dutch government has designated in order to promote the agribusiness internationally.
For which companies is it intended?
In principle all companies involved with flowers and plants are eligible. Over and above the existing activities on the Aalsmeer Flower Auction site, more specialized businesses can be expected to locate: packagers, bouquet makers, exporters, flower processing firms, and trend & lifestyle companies. Research institutions that focus on technological applications in the green sector are also foreseen. Sector-related education and training will also have a place in Green Park Aalsmeer. Synergy and innovation will be created because all these activities will be close together.
What is Bloomin’Holland?
At the centre of Green Park Aalsmeer is Bloomin’Holland, a global business-to-business marketplace where the Dutch flower and plant sector presents itself jointly for the first time. Bloomin’Holland represents the sector’s new business focus, based on knowledge, innovation and a new marketing strategy. A place where the international trade in flowers and related products and services mingles, buys and can get up to date about the latest trends in the industry. It is moreover a place where national and international visitors can make the acquaintance of the unique range of flowers and plants supplied by the Dutch flower and plant industry. Bloomin’Holland is therefore also a response to the growing consumer interest in flowers and plants.
Is it already known which type of companies will locate?
The Master Plan groups companies into areas, each with its own character. These areas are ‘Wooded business area’, ‘Green Park Aalsmeer Centre’, ‘Bloomin’Holland’, ‘Green Park Aalsmeer East’, ‘Aalsmeer Flower Auction East’, ‘Cornerstone’ and ‘Between the roads’. The Wooded business area is intended for innovative businesses and consultancy firms. Green Park Aalsmeer Centre provides space for flower processing companies, cash and carries, and offices. In Bloomin’Holland (as part of Green Park Aalsmeer Centre) there are marketing experts, designers and trend watchers, as well as tourism and service firms. Green Park Aalsmeer East is intended for flower processing businesses and specialized traders. Aalsmeer Flower Auction East is an extension of Aalsmeer Flower Auction. The Cornerstone and Between the roads areas are meant for local businesses.
Why was this type of commercial activity selected?

What will the buildings on the site look like?
We developed a quality plan which gives the image and layout and facilities of the companies.
When will Green Park Aalsmeer be implemented?
Green Park Aalsmeer is expected to be in use in 2012.
How can the business park be reached?
The main access is via Middenweg on the new N201 truck road, and via Verlengde Meerlandenweg and Legmeerdijk, which have yet to be constructed. Traffic along the residential roads (Hornweg, Aalsmeerderweg) will be kept to a minimum.
Is it known what the internal road structure will look like?
The outline of the internal road structure is known. The details are being worked out.
What will happen at the intersection of Middenweg and the new N201?
A new look needs to be taken at the junction of Middenweg and the new N201 in order to create more space for Green Park Aalsmeer. In the new plan for Middenweg the N201 slip roads will be shifted a couple of hundred metres towards Hornweg. The space that is created by doing this can be used for the business park. Instead of a junction based on a semi-cloverleaf in Middenweg, the slip roads will be built closer to the N201 and connected to Middenweg by means of a short parallel road. The slip roads reach Middenweg at crossroads with traffic lights rather than roundabouts.
How will the junctions with Hornweg and Aalsmeerderweg be organized?
The higher section of the N201 will be extended and a viaduct over Hornweg will be built. Previously at this spot there was only a bridge over the N201 for cyclists and pedestrians. Hornweg was a dead end for motor traffic on both sides of the N201. Hornweg will therefore now remain open for local traffic.
The Green Park Aalsmeer plan will not bring about any changes to Aalsmeerderweg. The junction of Aalsmeerderweg with the N201 therefore remains as defined in the Implementation Decision. The tunnel under the ring canal reaches ground level to the east of Aalsmeerderweg. The new N201 therefore passes under Aalsmeerderweg.
Won’t the road jam up immediately because so many new jobs will be created?
Growth in the amount of traffic is taken into account when designing a new road. Needless to say this was also the case with the new N201. It is therefore a design based on the future.
When does the construction of the new N201 start?
The construction of the new N201 starts with the widening of Kruisweg to 2 x 3 lanes. The province was scheduled to start at the end of 2006. a The rerouting of the N201 around Aalsmeer and Uithoorn starts in 2007. This major project is scheduled for completion in 2013.

After the rerouting, how can you prevent people continuing to drive through Aalsmeer on the old N201?
There will be a ‘snip’ in the current N201, Burgemeester Kasteleinweg. This means that local traffic will have to find another route through Aalsmeer.
Will my business be fitted into the new plan?

What is the process for allocating the land?

What security arrangements will there be for the commercial sites?
Green Park Aalsmeer will have a park management. All companies located here are obliged to be a member of the organization. The basic tasks are maintenance of communal planting, cleaning public and private sites, and central security. The tasks can be extended to incorporate all sorts of service. Park management is a major factor in the quality of a business park.
Why does the IGGV zone no longer extend along Machineweg?
The IGGV zone is as much as possible in the air corridor of the Aalsmeerderbaan runway, so that the other parts of the business park can be assigned to commercial activities to the greatest extent possible.
What’s the new position?
In the Master Plan the IGGV zone passes along Machineweg and via Hornweg. The zone extends further to Middenweg and Ringvaart immediately to the south of Bloomin’Holland and through to the Airport Design Decree (LIB) zone.
Is it already known precisely how the green zone will be laid out?
Parklike character with water.
Why is such a large part green?
This is a result of the buffers behind the residential areas , the LIB zone and the required quantity of water in the area. The Water Board prescribes that eleven percent of the area has to consist of water. It has been decided to incorporate planting and water systematically in the Master Plan.
Is the construction of the business park possible now that natterjack toads are present in the area?
Yes, because we will create a special pool for the natterjacks. A new exemption procedure is currently in hand at the Ministry of Agriculture. The expectation is that the Ministry will have no objection to the Master Plan, despite the presence of the na
How close will buildings be to my property?
The zoning plan reserves 50 metres for dwellings and gardens, and next to it establishes a buffer zone of at least 20 metres. How close buildings will actually be to the dwelling depends on where exactly someone’s dwelling is. Generally speaking, however, the distance is 40 to 50 metres.
How wide is the buffer zone between the residential areas and the business park?
At least 20 metres, but Green Park Aalsmeer Gebiedsontwikkeling B.V. is aiming for 30 metres.
What happens if privately owned land is needed?
Either the land will be purchased by Green Park Aalsmeer or the private owner will develop the land independently in collaboration with Green Park Aalsmeer.
Can the land that I own be compulsorily purchased?
Yes. We can make use of the Compulsory Purchase Act if no amicable agreement can be reached with owners. This concerns land that is necessary for the building of the business park. However, the zoning plan needs to be worked out in detail for this (this will happens from 2008). It is possible that existing business activities (commercial premises) in certain parts can be incorporated in the Master Plan.
Will the existing buildings suffer nuisance from the businesses?
The current environmental zoning rules apply to the companies. This means that the type of business determines what the minimum distance has to be between dwellings and the companies. It is the intention that the businesses that cause the least nuisance are closest to the buildings. Heavy industry (the highest categories) is in any case excluded from Green Park Aalsmeer.
What about the height of the buildings in the business park?
The maximum building height across most of the business park is 15 metres. There will be a strip of 20 metres behind the homes that border the business park in which the maximum building height is 9 metres. The highest buildings are in the centre of Green Park Aalsmeer (Bloomin’Holland), with an average building height of 20 to 25 metres.
What is the connection between this Master Plan and the N201 zone zoning plan, which is already being implemented?
The zoning plan is the legal basis for the rerouting of the N201 and the construction of the business park on both sides of the new route. In the zoning plan there are rules with which the plans for the business park must comply. Besides these legal stipulations about the use of the area, an urban development framework is also necessary for the detailed designed of the business park. It is for this reason that the Master Plan was formulated.
Are there substantive differences between the two plans?
The zoning plan is legally binding, whereas the Master Plan is not. The Master Plan departs from the N201 zone zoning plan in regard to a number of points. For example the green zone (the IGGV zone) has a different shape, the junction between the N201 and Middenweg has changed (a viaduct across Hornweg) and the maximum building height in Bloomin’Holland has been increased. In order to lay down these changes legally, the zoning plan has to be amended or another (legal) procedure has to be initiated.
